Paul Pazen

co-founder, Vocalis CEO and retired Chief of Police for the Denver Police Department, brings over 25 years of public safety leadership. As Chief, he championed transformative programs, including the Support Team Assisted Response (STAR), Domestic Violence Prevention, and Co-Responder Programs, promoting modern, community-focused policing. He also established specialized units addressing human trafficking, firearms assault, and bias-motivated crimes. Paul holds a Bachelor of Science in Organizational Leadership and a Master of Arts in Homeland Security and Defense from the Naval Postgraduate School. A veteran of the Gulf War, he is a graduate of the FBI National Executive Institute (NEI), the FBI National Academy (FBINA), and the Senior Management Institute for Police (SMIP).

Dr. Matthew M. Lunn

Co-founder and current Director of the Division of Criminal Justice in Colorado, Dr. Lunn offers extensive expertise in crime prevention research and public policy. In his previous role and as Director of Strategic Initiatives for the Denver Police Department, he pioneered innovative approaches to public safety challenges. Dr. Lunn earned his Ph.D. from the University of Colorado Colorado Springs, a Master of Science from Regis University, and a Bachelor of Science from Iowa State University. He a graduate of the Harvard Kennedy School’s Senior Executives in State and Local Government program, and has completed the Police Executive Research Forum's Senior Management Institute for Police. Dr. Lunn has held leadership roles on numerous boards and served on faculty at three universities. He currently serves on the board of directors for the National Criminal Justice Association.

Carla Safigan

co-founder and COO of Vocalis and a seasoned expert in audience engagement, brings 25 years of experience launching technologies and building meaningful connections, particularly within the public sector and safety solutions. Carla has driven engagement strategies for high-growth SaaS companies and guided five startups to successful exits. She has built and led high-performing teams focused on audience connection, brand storytelling, and digital engagement.
